About CCLAC
In 1976 a Coordinating Committee for Latin America, established by the 10th Codex Alimentarius Commission (CAC) in 1974, held its first meeting in Rome with eight countries from the region in attendance. At its third session a proposal was made to change the name of the Committee to its current form, Coordinating Committee for Latin America and the Caribbean (CCLAC), as this better reflected the membership of the region. In 1984 at its 31st session, the Executive Committee of the Codex Alimentarius Commission, acting on behalf of the Commission, agreed to this change.
The CCLAC region is important to the production and trade of food at a global level. The region produces enough food to supply itself and to export, with both water and land resources to produce even more.
The region has enormous natural wealth, a flourishing agricultural industry and a family farming sector that is essential for its population. The promotion and strengthening of food safety must be continued at the level of all regions to guarantee the health of consumers and fair and equitable trade.
Coordinator: Uruguay
Uruguay, through the Ministry of Industry, Energy and Mining, is the current CCLAC coordinator. In this role, Uruguay promotes the inclusive and sustained participation of the countries of the region in the work of Codex, fostering technical dialogue, regional cooperation and consensus building.
In line with the objectives of the Codex Strategic Plans, including the periods 2020–2025 and 2026–2031, Uruguay actively collaborates to achieve regional goals. This is achieved through capacity building, promoting the use of Codex texts, providing technical support to Member Countries, and coordinating with international organizations. In addition, Uruguay promotes the need to address emerging challenges in food safety and quality, promoting integrative approaches such as ‘One Health’ and more effective participation by developing countries in CAC and its subsidiary bodies.

2024年12月12日,在位于智利圣地亚哥的联合国粮农组织(FAO)拉丁美洲和加勒比区域办事处,举行了一次食品法典可可制品和巧克力委员会(CCCPC)会议的模拟演练。此次活动由ACHIPIA组织,并得到了美洲农业合作研究所(IICA)、粮农组织(FAO)以及西班牙食品安全与营养局(AESAN)的支持。
美洲农业合作研究所(IICA)驻智利代表埃尔南·奇里博加(Hernán Chiriboga)和粮农组织拉丁美洲及加勒比地区食品政策与体系官员若昂·因蒂尼(Joao Intini)出席了开幕式。开幕式由ACHIPIA执行秘书迭戈·瓦雷拉·马伊诺(Diego Varela Maino)主持,他同时担任了此次模拟会议的主席。
“食品法典对智利至关重要,因为我们的法规和立法均以食品法典为基础。培养未来的代表对于有效落实智利对这些国际参考标准所能提供的愿景、观点和贡献而言至关重要,”ACHIPIA执行秘书、食品法典前副主席瓦雷拉表示。
国家食品法典联络点负责人尼古拉斯·托巴利纳(Nicolás Tobalina)在活动期间负责秘书处工作,ACHIPIA国际与法规事务协调员维克多·里维拉(Víctor Rivera)则担任模拟会议的董事会成员。美洲农业合作研究所(IICA)卫生、农业与食品安全专家霍里斯·弗拉卡(Horrys Fraca)也协助推动了会议的顺利进行。
“在食品法典委员会中,决策需经协商一致方能通过,而这种共识是在各国讨论各自立场后形成的。因此,拉丁美洲和加勒比地区各国代表团的素质越高,我们对其他代表团的说服力、行动力和影响力就越强,”弗拉卡表示。
与《食品法典》相关的公共服务部门和行业代表作为会议代表出席,他们按小组和国家分组,就可可和巧克力标准提出了不同的立场和观点。
“这次食品法典模拟会议让我收获了宝贵的经验,我们在此学习了如何阐述和捍卫本国的立场,”秘鲁国家渔业和水产养殖局(Sernapesca)食品安全与认证领域官员约汉娜·卡马尼奥表示,“我感谢ACHIPIA和IICA提供此次参与活动的机会。”
